He began to speak of his plans for the Guild after the Grand Council awarded him the sirdanate that coming winter. […] The eloquence of the speaker first tugged at her imagination, then swept it forward into a bright, nebulous future compared to which Theocandi's forty year regime seemed the merest dross.

"Chapter 5: Winter Days"

Men-dalis is the leader of the New Faction in the Thieves' Guild of Tai-tastigon and is thus the rival to Theocandi. His younger half-brother is Dally.

His mother was a handmaiden in Dalis-sar's temple in Tai-abendra. She had her son, Men-dalis. After he was born, she left the temple to marry a local tradesman, by whom she had a second son, Dally. Still, she arranged for Dalis-sar to adopt Dally so her sons would be full brothers.[6]

At some point, both brothers came to live in Tai-tastigon and join the Thieves' Guild. Men-dalis is called "Master Men-dalis",[2][3] implying he is a master thief, though it's not clear if he's a landless master, or the landed master of the Gold Ringing District, where his New Faction Headquarters is.

In "The Talisman's Trinket", Men-dalis sizes power after Theocandi's assassination, though in Seeker's Mask, Loogan reports that "Men-dalis has got troubles."[5]
